this is only the tip of the\niceberg – there are 13,000 people on dialysis who could benefit from a transplant.17\n2.12 Being unable to access organs and other tissues for transplantation has ‘enormous personal\ncosts’, leading to poor health and quality of life for many people.18 The first priority area in the\n2022 National Strategy for Organ Donation, Retrieval and Transplantation is a national approach\nto optimising organ donation.19\n2.13 We have also heard that medical research in Australia is hampered by inadequate supplies\nof human tissue.20 The need to increase access to human tissue is widely recognised.21\nConsistency with human rights\n2.14 Efforts to increase access to human tissue should not compromise the rights of individuals\nin Australia or overseas.\n Source: `strategies/Human-Tissue-Laws-Discussion-Paper-2025.pdf (https://www.alrc.gov.au/wp-content/uploads/2025/11/Human-Tissue-Laws-Discussion-Paper-2025.pdf)`\n- As general principles they are enshrined in international human\nrights covenants.30 Equitable access to tissue donation and transplantation, and to the benefits\nof other uses of tissue, are specifically enshrined in other international instruments endorsed\nby Australia.31 Equitable access to transplantation is also a priority area in the 2022 National\nStrategy.32\n2.17 There is a consensus among people we have spoken to that the regulation of human tissue\nshould ensure equitable access to the benefits of human tissue transplantation and use.33 Equity\nshould also be considered in relation to wider ‘ethical and cultural considerations’.34 We discuss\nthe barriers that some groups experience in Chapter 3.\n Source: `strategies/Human-Tissue-Laws-Discussion-Paper-2025.pdf
